The Research On The Contemporary Chinese Household Registration System Reform

The Household registration system is one of the population management systems ,as the state's basic public administration system, it developed with the state ,it has a long history in east and west:in east it origined from the West-Zhou dynasty and it origined from mediaeval ages in west. in this article we define the contemporary Chinese household registration system as a set of the public polices and statutes which take the《the household registration statute of the people's republic china》issued in 1958 as the core policy, the commercial food and oil supply quota system and the labor allocation system as the assistant policy. And its main function is strict controlling the immigration especially controlling the peasants immigrates from rural to urban.The causes of the forming of the contemporary Chinese household registration isn't controlling peasants immigrate from rural to urban, it is the government that takes it as a important measure to ensure developing the heavy industry first. Reviewing from the forming and developing of the household registration system, it experienced three main stages: the first stage is from 1949 to 1958, this period is the household registration forming stage; and the second is from 1958 to 1984, in this period its controlling peasants immigrate from rural to urban function intensified greatly; the third is after 1984 to now, in this period the household registration reformed and its functions get back to the normal gradually.Because the household registration system enacted in planned economy can't accommodate the market economy, and block the reasonable flow of the factors of production including labor greatly, So Chinese government began to reform it from 1984.
