As one of the world's most important poles, Europe's integration is irresistible. On the other hand, the argument of EU's "democratic deficit" could be heard more often than ever before. The main cause of EU's internal "democratic deficit" is that, "Powers, which were transferred by the National Assembly into EU, are not executed by the representatives who are democratically elected by European Community Peoples." That is to say, according to the principles of representative democracy, the European Union installed the European Parliament elected by Europe people, but didn't give it such kind of power like national parliaments. As the only body elected by Europe citizens within the European Union, European Parliament plays a vital role in solving democracy problems on the level of EU. It is a try that is promoted by the political culture "inertia", to apply the domestic representative policy into the European Union. Can the European Parliament execute such functions as internal parliamentary democracy? Is it possible to settle the EU's "democratic deficit" by increasing the powers of the European Parliament? This is an issue worth researching. It is proposed to study the problems of EU democracy from the perspective of the European Parliament: in my dissertation, I will analyze the European democratic origin, EU "democratic deficit" background, the impact on EU democracy by expanding the power of European Parliament, then find a feasible solution to the "democratic deficit". It is believed that so far, increasing the power of the European Parliament is the most effective way to guarantee the democratic legitimacy of EU. Along with the deepening of European integration, the EU will develop into a highly democratic political entity. After establishing social and cultural preconditions (the values and cultural identity of Europe citizens) which is required by the theory of democracy, the European Parliament will play a greater role to guarantee the EU's democratic legitimacy.
