As the first multinational parliament in the world, European Parliament, EU(European Union) Council, Commission of European Union, European Court and European Bank are the five most important organs of EU. European Parliament is taking an important part in the European political system. However, through researching the history of development of it we find that it was not born by nature to play a foremost role in the European political system. When it was set up in early days, it was just a tiny part in the Europe Community and did not share any material power with other organs. European once sneered it at as"Rubber Stamp". In the following 50 years, with development of European Incorporation, the power has been entitled to the European Parliament gradually. Therefore, European Incorporation and European Parliament share the same course or process. How did the European Parliament expend its power to great extent during so limited time? Hereby, the article will research the course, reasons and background of power-expending of it.Foreword, text that consists three chapters, and epilogue constitute the dissertation.The foreword introduces lemma and purpose of the dissertation by a few words. In the text the course of development of European Parliament is divided into two periods according to the time when the Treaty of Maastricht (known as Treaty on EU—TEU) was signed at Maastricht of Holland in the year 1992. In each period the process of power expending of European Parliament is demarcated into several small processes by important historical events. We can clearly find out the characteristic of the part the European Parliament takes through researching and analyzing the development of European Community and European Union.In chapter I according to historical materials the author introduces the basic information of power-expending of European Parliament during period of the European Community briefly before signing the Treaty of Maastricht. It contains three steps, i.e. the period of its naissance and taking shape, the period of its preliminary development, and the period of its fast development.In Chapter II the author expounds the course of power-expending of European Parliament after the year 1992. There are also three periods, i.e. the power entitled to the European Parliament by the Treaty of Maastricht, adjustment and perfection of its power, and existence of Treaty on European Union Constitution.In Chapter III the author analyzes the profound reasons of its power expending and summarizes four points, i.e. its own struggle, the need to propel European incorporation, the need to remove"Deficit of Democracy"of European Union.In the epilogue the author reviews the whole dissertation and forecasts the future of the European Parliament.In regard to lack of necessary materials and vague translation of excerption of work on the topic the author who has little talent and learning must make lots of mistakes, therefore, the author begs respectable teachers who concern to point out mistakes so that they can be corrected.
