When we entered into 21 century, a discussion about "transformation of the government function" became a world topic. Among all the heated discussions, "transformation of the government function'' became a focus after transiting successfully from planned economy to market economy in China. As a result, extensive researches covering a wide range of aspects were conducted on this topic.However, we can find a phenomenon worthy of considering hard if we examine carefully the present researches. Maybe due to the particularity of thinking pattern of Chinese traditional culture, our concern to "transformation of the government function" is mostly reflected by the qualitative analysis of "the norm economics". We can find a lot of articles and monographs that state how government "should" transfer. However, study on government function by using the quantitative method is relatively few. Thereby this further "deepens" the normative structure of Chinese economics development. Under such situation, we should pay attention to a phenomenon that while the study on single government or central government or county government has a great deal of literature, we neglect the study on functional transformation of Chinese provincial government.
