Research On The Function Transformation Of The Provincial Road Transport Administration

Transportation is an important production department in the national economy. Its development is directly related to the improvement of the national economy and develops and facilitate people’s livelihood. With China’s socialist market economy continues to develop, and economic construction has made impressive achievements. There have been some problems about a growing number of new public issues and needs of the new life of the people. Therefore the requirements of the Government in the management system and positioning functions are required to make adjustments because the road transportation industry and industrial upgrading. Whereby the State Council and the Ministry of Transport proposed a series of requires that deepening the government reform and an integrated transport system and further building the comprehensive transportation system and integration of urban and rural transport systems. Road transportation authorities need to promote institutional reform in order to adapt to the road transport market development and cooperation under the new situation Government’s overall transformation.To clear identify the function of road transportation management institution is the precondition for road transportation management institution transformation. According to the “3 calm “plan of the Ministry of Transport, the transport department of the Ministry of Transport has position clear. However, the scope of its functions, content and focus of local three- level road transportation institution does not have clear position no matter in function positioning or in management practice. Provincial level road transport institution as the highest level of local three-level road transportation management system, its functions has two attributes which are macroscopic and microscopic attribute of the local management. The article requires a comprehensive analysis and positioning its functions to guide the provincial level road transportation institution, which makes work to be more legitimate and reasonable in the future.This article through study the government function, road transportation institution and the function of provincial level transportation management institution, which based on new public management theory, attempt to solve the issues accuracy about position provincial level road transportation authorities function scope and content, in order to make recommendations for the overall reform of the provincial road transportation authorities. This article has some theoretical significance and practical significance to the reform of the provincial level road transporta tion institution.
