Research On Government Effect In The Development Of China Public Welfare

In the developing process of market economy and modernization cause, the social function splits up rapidly and break the original merging social construction with forming the ternary construction for market - government -society. The government also transfer the style from " unlimited government" to "limited government" by abridging government function. But, obviously, this kind of abridging is just limited in the part, not all of the government. For the present phase, the government should assume duties and produce results in the social development, to increase the public benefits utmostly, instead of entrust all functions to the market and society.Public Welfare, as the important course of increasing the public benefits, are made much emphasis by every country. With the strengthening of public welfare's social status, it has became one importment pathway for social distribution and recombination of social resource, as strong device to push the social development. Contemporarily, the great income gap has became the hidden danger to the social long development after the first distribution and second distribution in China. Public welfare work should be the main method for third distribution (continuation of second distribution) and the necessary device to narrow the income gap and refuse the social polarization, to maintain and promote the harmonized social development. Public welfare work not only has complementary use on stabilizing social living, but also can be used as basis of social morality and device to promote the social development.This essay analyse the practical association between public welfare and development of government function and explore the present condition of public welfare in our country and developing chances and experiences of government in public welfare, while research some foreign profitable ways for reference.Thereof it researches the government's use and realizing mode in Chinese public welfare development.
