| Because there is no uniform code of administrative procedure, the existing regulations of hearing system of abstract administrative action are separated in several laws,codes and regulations, but no uniform and self-contained arrangement could be found. Contacting with the related regulations of hearing system of foreign countries and combining with the current situation of our country's hearing system of abstract administrative action,the author investigated and analyzed the hearing system of abstract administrative action in China from three parts, and brought forward some advices and assumptions to improve the hearing system. First, This essay expounded the jurisprudential elements of hearing system, and analyzed the current situation of Chinese hearing system of abstract administrative action while pointed out the deficiencies of it. Second, although we had made some legal regulations about hearing procedure in administrative legislation, but it didn't run well in practice. Combining with the characteristics of hearing modes in foreign administrative legislation, the author designed a kind of hearing mode that worth to legislate, and also draw out a conceiver to establish the party deputy system of hearing in administrative legislation.
