The Legal Aid System (LAS) of this country was established in early 1990's and has obtained great achievement through practices of more than a decade. Its development, however, cannot match the need of the development of the society yet, and have not exerted its functions as it could have. This is attributed to the insufficiency of theoretical and systematic study of our LAS. The writer of this article starts from the theory basis on which LAS is established, analyses its value, points out several deficiencies in LAS legislation and defects in LAS practices, analyses the reasons for these problems - the key of which is that some of stipulations and practices conflict with or have not embodied the intrinsic value tropism of LAS. Therefore, the LAS of our country should be improved towards the direction of access to justice with the target of realizing its systematic value.
