With the protection of intellectual property was strengthened more and more, the conflict between the intellectual property barrier about the exhaustion of exclusive rights and trade liberalization policy becomes more and more deeply. Because of the complexity about the exhaustion of exclusive rights and the countries'profits, it is difficult to agree with each other among the countries. It is a great barrier to the trade liberalization policy. It is an important things to study the relation between the exhaustion of exclusive rights and trade liberalization policy for the law circle and the economics circle.The beginning of article analyses the basic exoteric about the exhaustion of exclusive rights and the actuality about trade liberalization policy: the exhaustion of exclusive rights can be divided into three kinds of theories such as"domestic exhaustion","regional exhaustion"and"international exhaustion". On the basic of protecting the countries'profit, the countries have different viewpoints about the exhaustion of exclusive rights; The article further analyses the reasons of divergence. In the second part of the article analyses emphatically the existing state of trade liberalization policy and the global economics influence of trade liberalization policy ;Form this we can learn that the trade liberalization policy promote the economics developing .It has been the emphasis part of the world. The trade liberalization policy is the needs for the global economics. The man-made barriers are off time.
