Abstract: The existence and spread of terrorist activity and terrorism crime severely threaten the international peace and safety . Therefore , how to punish and prevent the crime of terrorism attracts the world' s central attention . Although the legislation of anti-terrorism and its practice develop correspondingly with the crime itself, there still exist some factors which weaken the punishment and prevention of the crime . therefore, the global society should devote itself to the enactment of a united international convention which specializes in anti-terrorist crime , meanwhile strengthen the cooperation between nations , carry more attention to elaborate the role of international set-ups and constantly perfect the related national legislation .
