Opening the development history of the human society, we will understand that crimes of terrorism have come into being from ancient times. In china,a ancient killer named Jingke assassinated King Qin ,with 44 B.C. ancient Zhuliwise,ruler of Rome,was assassinated, those are the oldest terrorist activities that the mankind records. Crimes of terrorism in the modern meaning originated from the sixties of the 20th century, it developed rapidly from 70s to 80s, after the 1990s it grew intensity ."9·11" incident and "case of explosion of Bali Island" is the important sign that the modern crimes of terrorism have reached a climax. Someone calls it" three serious threats that mankind will face in 21st century " with political corruption and environmental pollution. So, punishing crimes of terrorism has already become the common concerned great historical subject of international community.On the basis of collecting various academic views and researching results of the domestic and international experts and scholar's extensively, besides preface and conclusion , This text divided six parts to carry on analysis and discussion about the relevant problems of crimes of terrorism together.Part one is the emphasis of the article ,and it mainly explained the basic conception about crimes of terrorism and the judging standard. On the basis of summarizing basic state of concept of "crimes of terrorism" both at home and abroad, I proposed my own view. First, "terrorist activity"is not "activity of terrorism",and "terrific crimes"do not totally equate with "crimes of terrorism" . Second, I proposed four standards on asserting crimes of terrorism, i.e. "the violence or other crushing standards on crime mean, the political or the-second political standard on crime purpose , the innocent standard on crime target and the terror effect standard on crime consequence "; and then discussed and analyzed emphaticaly the disputable problem such as" country could become terrorism subject of crime or not".Part two mainly classified crimes of terrorism traditionally , and carried on the simple combing and summary to all kinds of characteristics, mainl organization and typical cases; at the same time, and then sumed up simply the new types appearing in recent years,such as "extensive crushing crimes of terrorism, network crimes of terrorism and the ecological...
