Therefore, I believe that the research has a extremely important practical significance. With regard to the less serious crimes, the offenders are repentance indeedly, no longer a danger to society, criminals sentenced to a suspended sentence on the community and placed under the supervision of the masses. Not only it will be beneficial to education and rehabilitation of the offenders,but also conducive to the stability of the family of life and social stability , improve steadily the inflation of jail and to achieve the biggest efficiency of the penalty cost. For the comprehensive management of social security, and enhance the awareness and mechanisms to supervise, prevent and reduce crimes are of great significance.
