Ontological debate on international politics has existed for long time among Realism, Neo-liberalism and Constructivism. Realism puts emphasis on Material Power in international politics; Liberalism focuses research on international interdependence, international institutions and ideas in foreign policy. They hold that ideas can be variables independent of power, which is a big challenge to Realism. Constructivism puts forward ontological query to Realism on what is the root of international politics. They believe ideas construct power, identity and interests, and decide behavior of actors ultimately.Liberalism, especially Constructivism deepens the discussion on ideas. The author' recognition toward ideas is intervenient between Liberalism and Constructivism, for which a hypothesis is proposed -Ideational Power. The author proposes the concept of Ideational Power against Material Power that has existed in international politics. Ideational Power is interplayed with Material Power, which integrates the ideas Liberalism and Constructivism figures.Ideational Power can be applied in the research on American Good Neighbor Policy. Since this Policy was raised, America and the Latin Countries became friends rather than enemy, and at same time the union consciousness turned into continental consciousness of hemispherical security and development. The two changes were constructed by ideas. Through constructing collective identity of American Continent, ideas made renewal recognition of the interests of American countries.
