A Study On Ocean Administrative Law-enforcement Body In China

In the trend of globalization of economy, ocean economy also upsurges. Chinese ocean economy needs integrative management in rich ocean areas and resources. In the background of reform of administrative law-enforcement body, ocean administrative system is confronted with new tasks. The aim, mode,frame of reform should be solved in the tasks. The thesis uses knowledge of comparative law, ocean economics, administrative management, administrative law. On the base of research and reference of foreign inshore countries' management systems, this thesis introduces ocean law-enforcement body such as England, Japan, America, Canada and Korea for reference. It analyses status quo and the main problems of China ocean law-enforcement body. On the base of ocean reform of administrative management and law-enforcement system, it advances the need and feasibility of reform. It advances countermeasure and tentative plan for reform of ocean administrative law-enforcement body. In the light of "legislation first, reform later", it puts forward concrete plan of two masterstrokes and two-step tactic.I hope this thesis can offer feasible reference to push the steps of reform of ocean administrative law-enforcement body. And I also hope fathers and peers of academe can give more feasible plans for reform of ocean administrative law-enforcement body in China.
