The environment has especially important significance to individual, society and entire human being, destroying the environment and the public good contamination, endanger and damage not only individual benefit, but also entire society and human being. At present, the issue of the day-by-day worsening of environmental pollution and the natural resources (be called the environment problem by a joint name) becomes the grave social problem. As far as the law answering the environment problem is concerned, the administrative law and the environmental protection relation are most close. It manages all use environment behavior through the environment administration, causes it not to create the harm or to reduce the harm to the environment.
