Distribution Justice In The System Of Social Security Of China

Nowadays, the income gap in China has been more expanding, and the distribution injustice is increasingly obvious. The basic social security has become the outstanding demand of both middle and low-income groups in redistribution, which potentially threats the balanced development of our economic society and the establishment of a harmonious society. Under the situation, we need to analyze the process of the changing social contradictions and confirm the special background and actual demands of the redistribution function of the social security system. The theory of social security, closely related to the distribution theory in economics, is to offset the phenomena and facts in the distribution injustice. As a distribution of wealth, social security relies more on the government. It is about the policy, approach and way of the government in dealing with the market defects and absence. How does the government do a gob job in social security, how does it carry out reform and comprehensive improvement in social security system, and how does it make choices in the marketization of social security? This paper is based on the reality of China's modernization. By the research of the redistribution function and effects of social security system, it takes the present situation of China's social security system as breakthrough point. This paper points out that the philosophical basis and value orientation of social security system is social justice, and makes a concrete analysis of the causes of injustice in China's social security system, then further confirms the governmental responsibility in social security. Through learning from the practice experiences of the principle of distribution justice in the social security systems of the developed countries, the paper discusses the improvement of distribution justice, so as to refine the social security system of China from the standpoint of the government.This essay falls into four parts: The first part reviews the definition and the historical evolution of social security system, and draws the conclusion that the essence of social security is the mechanisms and arrangements adopted by the government, as the subject of duties, on the purpose of reaching justice through concerning the disadvantaged groups and all the social members; The second part is about the supportive theories of the paper. By distinguishing the three concepts of "justice", "fair" and "equality", it defines "social justice", then it analyzes the certain logic between distribution justice and social security by the introduction of the views of justice held by Rawls, Nozick ,and Karl Marx. At the end of this part, it makes a general summary of the practice of the adoption of the principle of distribution justice in the social security system of the developed countries. The third part of the paper analyzes the injustice in our social security system from 3 dimensions, and discusses its causes. The last part of the paper is about some perspectives given by the author in refining social security system and improving distribution justice.
