Examining Post-cold War European Security Strategy From The Aspect Of European Security Strategic Report

On 12.december 2003, EU Brussels council officially enacted the European security strategic report named a safe Europe in a better world. The emergence of this report told us that EU recognized and researched security issue from the strategic standpoint and tried its best to plan and unify the strategic resources and manners through common security strategy. It also reflects the objective requirement that EU wants to reinforce its status and world influence. In Iraq war, between EU and America as well as the inner member states of EU there existed conflict on security strategy. If we want to recognize and analyze this phenomenon, we must at first recognize the European security strategy thoroughly and precisely. Combining the analysis of strategic report, I points out the change and development and its cause of European security strategy. At last, I made simple analysis to strategic report.My research analyzed the security subjects, threats and manners On the basis of summarizing the traits of European non-traditional security situation and non-traditional security theory. I think the change of security idea implies the direction-changing of European security strategy .we also should notice that traditional security idea has effect all the same even if EU has transformed its security standpoint to non-traditional area. In the age of traditional and non-traditional security entangled with each other, the basic hypothesis of traditional security theory still have effect. We must combine both of them to solve the problem.We say that non-traditional security threat is the content of security strategic reality and urgency, so the game of atlanticism and Europeanism comprises the enduring and strategic content. The game has become structural cause influencing European security strategy. It decides which direction European security might go and the strategic concord.As to the relation with other actors, this paper focused on the EU-America relation and EU-Russia relation, because they always played the significant role in European security strategy. With Iraq war as division line, EU expressed its strong desire to become an equal partner to America. At present, it is only theoretic and their relation is cooperation but competition.After cold war, one important issue of EU-Russia relation is the eastern enlargement. Russia is not the potential candidate, but the whole process can not push away Russia. The enlargement has negative impact to Russia. The task of EU is to eliminate the worry and doubt of Russia. EU is inclined to build strategic coordinative partner relationship with Russia. The challenge exists in the strategy.
