In the progress of European integration, European Union has been makingunremitting effort to speak in one voice to be a pivotal international position that canrealize the pivotal international position. Without cooperation among member states, theEuropean integration cannot become true. The first step of integration is to ensure thecommon security in order to the realization of other benefits. So, the issues of commonsecurity become the important aspect of the arguments and researches among scholars.Based on a series of foreign articles studying, combining the different ideas ofEuropean security, the article contains a lot of analysis, researches and evaluations on theEuropean Neighbourhood Policy. After the establishment, the EU has been in constantexpansion to attract new members, especially after the enlargement in2004take manyarguments about the scale of the EU. To enlarge limitedly or maintain the status quo, it is aquestion. If continue widening, the EU will be faced with common security issues. Ifreject directly, it will take new border conflicts or instable factors. So, how to get rid of thedilemma become the hot topics among many scholars.To get rid of the dilemma, we begin with the European Neighbourhood Policy,analyze the security situation of the EU and combine the concepts of common value andglobal public goods. By the method of effective multilateralism, which way to develop hasbecome a crucial question. We also supply some useful suggestions on these issues.Finally, the conclusion is to create relatively open shared values is an effective way toresolve various conflicts, and the EU "grand strategy" will become more effective.
