Because of its serious social hazardous nature and expansion in the world, the underworld organization crime arouses the various countries' high attention. Looks over the history of underworld organization crime and its present condition, the various countries respectively have the characteristic. The various countries' government and the law public figure, according to the underworld organization crime's character, have formulated many countermeasures to meet the development of the crime day by day. In China underworld-like organization crime develops slowly, but its hazardous nature is also not allowed to neglect, and has seriously harmed our economy and the social order. And the underworld-like organization crime also is different from the general crime group. its internal structure is strict, the counter-detection ability is strong, and often has "the protective umbrella" asylum, therefore when attaching it ,there are always difficulties . As a result of many reasons, The level about theory of fundamental research in China is not high, comparing with the western several countries, we have many insufficient consummations place, which urges our government and the legal scholars to do their best to formulate counter- black strategy, This article, after identifying the underworld -like organization crime's concept and the countermeasure, states the history of several typical national underworld organization crimes and the tendency; and discovers the insufficiency of our counter-black strategy, and produces own viewpoint.This article divides into five parts in the structure. The first part states the underworld-like organization crime outline, elaborating the underworld-like organization crime concept and the characteristic, then identifies the underworld-like organization crime countermeasure. The second part states the history and the tendency of underworld organization crime in Italy,America,Russia and Japan. The third part states the countermeasure against underworld-like organization crime legislation, and analyzes counter-black legislation countermeasure defect now, and states the concrete perfect measure. The fourth part is to make our judicature countermeasures against counter-underworld like organization crime perfect. The fifth part states the international cooperation coimtermeasure against underworld organization crime, and elaborates the necessity of strengthening the international cooperation and the concrete international cooperation way.
