The right to know environmental information is the reflection of knowing in the realm of environment law. The right to know environmental information is not only the right of social members to obtain and learn environmental information and the specific reflection of the right of knowing,but also the prior condition,objective request and foundational link for citizen to participate environment protection.Alonging with the strengthening of environment democracy,possession of public environment benefits and prevention and relief of environment tort,the legal position of the right to know environmental information is established gradually in some law documents from 1992 to 2000.The content of the right to know environmental information includes:right subject,obligation subject,right object and right content.The scope of the right subject of the right to know environmental information ,which is different from relative particular right subject in general law,is very vast including individual legal person and other social organizations ignoring the country bounds.The obligation subject includes the public environment authorities and enterprise.Right object means the public information controlled by government and the forms which embodys the information in the realm of the right to know environmental information including documents,pictures,electromagnetic records...
