Justice is the most fundamental pursuit of value of human society. John Rawls classified the justice into three kinds, which was formal justice, substantive justice and procedural justice. Procedural justice is also be called as"justice that can be seen". It claims that justice must no only be done, but must be seen to be done. The aim and principles of procedural justice make it very important for public policy, which is responsible for the authoritative distribution of social resources. The rightness of public policy depends on procedural justice. Procedural justice ensures the righteousness and legitimacy of public policy by permeating all links of policy process. Therefore, it can not only strengthen the Public's policy agreement, but also increase the profits of public policy. And meanwhile, it is even able to supply the government, which makes public policy, with basis for its validity.Our country began to put premium on procedural justice since the middle of 20th century. And we worked harder at constructing procedural justice in policy process after our motherland's reform and opening-up. In the past decades, we have attained great achievements in this field, which included every stage of policy process from public policy making to policy ending. However, our shortcomings in this realm are also evident. We should conform to the principle of"critically inherit"in order to make the procedural justice in policy process of our country more perfective in the new period. Since procedural justice rooted in the West, we can draw on some regular experience of western country's based on the same theoretical origin. However, the differential institutional foundation, legal tradition and developed course demand us to advance in our own way. We should build the procedural justice in policy process of our country on constitutionalism, democracy and on scientific mechanism. Moreover, we should bring about the dialectical integration of procedural justice and substantive justice by chasing social justice, and all this must be done under the frame of mature procedural justice, of course. The bestriding from procedural justice to social justice is the inexorable end-result of procedural justice, and it is the inevitable choice of the realization of social justice of our socialist country as well.
