For a long time, Social undertaking development of our country lags behind in economic construction and development seriously, and the local governments' public service function is still remain to further improve. The problem that the local government of our country exists in public service mainly shows: (1) Social management can't meet the needs of the shape changes of social organization; (2) The input of the government on the public service is serious and insufficient ,public service demand and seriously insufficient public service supply expanded day by day form the sharp contradiction; (3)Governments' public service system and mechanism are imperfect, lack competition mechanism in social management. Poor efficiency and public service quality causing public resources to use can not get the effective assurance.The article enclosing with four aspect of citizen value, studies governments' public service mass. And the article has set off from customer in marketing, and has suggested that governments' public service mass passes function value, emotion value, social value and perception mainly on the basis reading literature reviewing. We designed a set of rational, feasible government public service quality evaluationindex system. On the spot, survey and estimate that to 48 cities and countries in Zhejiang province . The all-round diagnose having given Zhejiang province out different county municipal government public service quality and analyses, the diversification having structured local government public service supplies with mechanism. The article gives suggests of improving public service quality.
