Nowadays, the economic globalization sweeps the world in a irresistible way. Every country and region are looking for their own positions in the world economical system positively, while regions more and more take places of countries become the independent units in the world economical competition. Under the circumstances of globalization, the competition among regions is becoming extremely severe. Consequently, how to enhance the region's competition advantage rises to be the hot issue in every region.Ever since the 1990s, there were researches on region's competition advantages. Not until recent years, some institutions and researchers in our country carry out profitable studies on this issue, and put forward unique theory and indicator system. So far, there is no theory or indicator system that is fully grown and accepted by the academic circle. The study on theory of region's competition ability and indicator system still remains on the exploring and practicing stage. Various voices are heard.As for China, a developing country, the effect of local government's public administration plays an important role in the stability and promotion of region's competition advantage. Therefore, this paper basing on the relating theories on public administration, probe into the region's competition advantage and promotion from the perspective of function of local government.The current researching situation of region's competition advantage is introduced in the introduction. Furthermore, there is a theoretic interpretation of region's competition advantage in chapter one. Firstly, there is the meaning of competition ability: competition ability refers to the ability of an economical subject to win the competition object from the rival in the competition effectively. Similarly, in modern marketing competition, competition ability refers to the ability to obtain resources and market effectively. Then it analyzes the formation of competition ability from the production of absolute advantage and relative advantage, sequentially a conclusion comes into being: competition advantage refers to the unique marketing power of an organization obtained by way of resource allocation comparing with its competitor. Secondly, it elaborates on the meaning of competition: it happens when two or more than two administrational region government provide public products competitively, in order to attract investment and to develop the local economy. Its characteristics includes: the connotation is to elevate the resource absorbing ability; the means is to perfect industrial developing environment; the nature is to elevate the industrial developing ability; the subject is local government. As a conclusion, the region's competition ability should be defined as the ability of a certain region has to survive, develop and gain profits in the national and international economic competition superior to other regions. Thirdly, through the analysis, we get that the competition advantage come from the following aspects: one is the advantage of possessing of rare resources; the other is the act of government's cost advantage in the competition. Finally, the definition of a region's competition advantage should be understood as the performance of competition force of two or more regions in the process of competition, in another word, the divergence in competition force. refers to the unique marketing power of an organization obtained by way of resource allocation comparing with its competitor.After analyzing the source of a region's competition advantage, Chapter Two defines the local government's function in a region's competition advantage. Firstly, under the fundamental rule of choosing whole, reasonable, feasible, dynamic principle in setting a region's competition advantage indicating system, it analyzes and set the constitutional elements of a region's competition advantage indication, that include: the region's overall economic power, the region's overall serving functions, the overall developing environment, overall managing ability, the overall innovation ability, and the citizen's overall quality. Secondly, it defines the local government's functions that include: the function of accommodating managing economy; the function of production and presumption; and the function of re-allocation. Finally, in correspondence to the evaluating indications of a region's competition advantage, it analyzes the crucial influences of local government to each indicator.As for the relativity of local government's function and a region's competition advantage, in Chapter Three the strategies of the local government in promoting a region's competition advantage. Firstly, the function of local government should be transformed in a region's competition advantages, which include reduction of administrational intervention, elevation of government's effect; elimination of enterprise's leaning on government, cultivating on enterprise's self competition force; consolidation of join forces among government sectors, formation of quick reaction mechanism; respect of economic administration, acceleration of the process of government informatization. Secondly, the local government should make innovations at self-management system, which include the construction of a local government dealing with concrete matters and bringing about new ideas; from emphasis on restraint of cadre force construction to emphasis on the systematic construction of public servants. Thirdly, the local government should make systematic innovations of managing society. At the beginning, it comes innovation of the managing concept of local government and managing functions. In other words, the focus should be shifted from the intervention in concrete affairs in enterprises to macroscopic adjustment; local government should make efforts to cultivate and perfect various kinds of markets, to produce a unitive, open, competitive and orderly marketing system. Market is the summation of supply and demand, the key factor in economic development. The government in all levels should enforce the legal construction; create the order and environment of an equal marketing competition. In the next place, the local government's promotion of industrial concentration strategy is the key point in elevating a region's competition force. At last, we should increase the construction of local infrastructure, and provide economic public services.
