Plural Interest And Public Deliberation

The purpose of this thesis is to discuss the significance and possibility of establishing the socialist harmonious society and the way to build it in the multi-interests'society on the basis of the analysis of China's society.The passage, in the first part, focuses on the reasons for building the harmonious society. The author comes to this conclusion by taking the economic, political, cultural, moral factors into consideration and analyzes the change from the interests'integration between the county and society in the past to the differentiated multi-interests'society between them. This result leads to the fierce competitions between the different bodies of interests and interests groups. So conflict becomes the social reality, which helps the author emphasize on the necessity of building the harmonious society in this thesis.The second part of this passage focuses on the reasons why China can achieve this goal---harmonious society. The author, at first, defines the multi-society and regards China as the multi-society, which emphasizes on the individual equality, freedom with the tolerant value of spirit and reasonable attitudes to communicate and negotiate. Against this pluralism background, the author gives us the further possibility of building the harmonious society. The pluralism in our country is based on the consensus, which is known as the authorization to China's basic system. And in china's traditional culture, harmony is the cultural essence. In addition, the government's determination and the citizens'pursuit to build the harmonious society accelerate the pace of the achievement of this goal.At the last part of the passage, the author analyzes the channels to build the harmonious society. She sees the deliberative democracy as the most important channel and gives us the detailed analysis on it. At the current stage, What is deliberative democracy ? As facing the universal problem of value conflicts, deliberative democracy puts emphasis on the values of equality and participation of democracy, investigates the possibility of equal participation. it is urgent that the disadvantaged people can be provided the platform to speak out their interests, while deliberative democracy acts as it. In this part, author gives us the definition of this concept as well as the advantages and reasons for building the deliberative democracy and the way to develop it. As for the last point, author thinks the key to the public deliberation is to improve a civil society. Therefore, we must develop our civil society instead of the wrong citizen ideas in the past.In a word, a public field with deliberative spirit and the citizens with public sense play an important and essential part in the harmonious society. The achievement of social harmony should be based on the equal rights of the citizens, rather than economic equality. It is the deliberative democracy that acts as the equal platform for the participation in government and political affairs.
