With the increasing development of comprehensive national power, China has a more and more profound influence over the word. In this case, various arguments over china's threat to world peace arise, which are inconsistent with the key concept "harmony" in the course of development. In view of the situation of economy globalization and multiple poles, China needs badly to solve the problem that it must try to become a powerful country by peaceful development instead of lunching wars( this strategy was often adopted by the hegemony countries in history, it's cruel and unacceptable). This thesis is designed to reveal how the three empires of the State of Qin, Athens and Rome rose up by analyzing their development, and to find out the useful elements to china's rising.After a preliminary development in the Spring and Autumn Period, the State of Qin began to reform in many fields. Shang Yang was assigned to carry out the great task and achieved remarkable success, strengthening greatly the national power of Qin. Then this "developed" state lunched a series of wars. Finally, the Qin State united the whole country. However, the big power built by armed forces was beset with crisis. It collapsed after a short period. Athens almost had the same destiny with the Qin State. Through reforming and fighting, Athens became a hegemony country in the area of Eastern Mediterranean. However, its increasing ambitious expansion led to serious consequence. War broke out between Athens and Sparta which also had the ambition of territorial expansion. The two sides were both destructed at last. Likewise, Rome rose up through innovation and expansionism. With the expansion of territory, its political system of the republic was in danger, which greatly hindered its economic development. For this reason, the ruler of Rome stopped foreign aggrandizement and carried out innovation again, which led the power to a "golden age".Through the analysis of above three powers, we may draw some inspiration from their rising course that reform and innovation are essential to a country rise. In the course of rising, the country should learn to borrow and utilize the advanced culture achievements from other countries, and get on well with other big powers to avoid wars. In addition, the rising country should well deal with such strategy problems as talent strategy, defense strategy, soft power, and social environment at home and abroad.
