If we want establish Restoratice justice program in China, we have to check whether nonprocecution can fulfill its duty verywell, if it can not, it is the time to do modify, so from analyse the systemof nonprocecution which already in China, we can find it can not do a goodjob, it needs Procecution delay to help it to separate some cases fromProcecution.
