| The pace of the construction of service government in our country is continued to follow up,this is in order to adapt to development of the socialist market economy.Local governments at all levels have also explored many forms of organization in the practice of the reform,such as Administration Service Center,the Convenient Service Hall.This is in order to improve the office efficiency and serve the people.These organizations have achieved remarkable results.But this “one-stop” service model has also many problems,especially for the convenience service process.The seamless government theory as a theory of process reengineering,which plays a theoretical guiding role in the reenginering.The article selects the Convenient Service Hall of Z county in Shan Dong Province as the specific object of study is analyzed under the seamless theory.There are many problems in the construction of Z county Convenient Service Hall are analyzed,and find the further root causes of these problems.Finally,we should offer proposals to solve these problems and achieve a better development of the Convenient Service Hall.Although the process problems of the Convenient Service Hal of Z county is a case,it also has a certain universal.It has the role of reference and guidance to the same and similar questions in the Convenient Service Hall.The article is divided into four parts.The first part focus on basic concepts and theoretical overview,mainly including an overview of basic concept and the connotation of seamless government theory;The second part is to analyze the current situation and problems of the convenient service process in Z county,includes the current situation in the Convenient Service Hall and the problems existing in the process of service;The third part is to analyze the reasons of these problems;The fourth part is the suggestion and countermeasure,which is mainly based on the actual situation of Z county,combined with the theory of seamless government,and put forward policy suggestions to the local government of our country. |
