Owing to the important value and significance of the freedom of expression, mankind has been concerned with the study and guarantee about it for a long time. Politics and law constitute a formally systematic guarantee, and social tradition, habits, customs, mental states, ideology etc. constitute an informally systematic guarantee. Political guarantee is the basis. From the aspect of historian practice, central autocratic system is widespread to adopt the policy that inhibit and persecute the rights of citizens in freedom of expression. The inhibition and constraint can not be got away from the power of autocracy until the mankind reform progressively in politics and overthrow the rule of the central autocratic system by establishing a modern democratic institution. From the aspect of guarantee in mechanism, the construction about institution of guarantee in freedom of expression is a systematic engineering. Though democratic nations themselves include freedom of expression, they must complete a construction of "constitutional government" or it will not guarantee the freedom. In modern democratic nations, the law is the direct guarantee of freedom of expression for the solution for kinds of dispute and infringement of rights are frequently through the law. Only confirmed and executed correctly by law can make freedom of expression from notion to reality. The informally systematic guarantee is the permanent guarantee because it has been people' s behavior, thus can make "the guarantee of freedom of expression" be a kind of psychology and habit. In the future, China must establish a reasonable mechanism in guarding the freedom of expression, so it need us to construct and complete constantly formal institution in politics and law as well as conduct positively the informal institution to change and develop well in social tradition, habits etc.
