Network Environment, Freedom Of Expression Regulatory System

In recent years, with the rapid development of the Internet, the right to freedom of expression of citizens has been an unprecedented expansion. As a result, citizens can freely express themselves in cyberspace in the political ideas, even vent their emotions. Cyberspace is a broader speech channel for everyone, where there is no differences of academic qualifications, positions, or titles. Everyone is equal, although they have different views to the world. For the people in cyberspace, the biggest advantage of network is its autonomy and openness, but for society, this just may be its Achilles heel. Only people's moral self-discipline becomes a prerequisite of autonomy of the network communication, can it protect the interaction to be ordered and safe? As one of the fundamental human rights, freedom of expression has been recognized by international community A However, since many of the real conditions of bondage, there are many difficulties to the realization of freedom of speech. The network era make of freedom of speech out of the predicament in practice. When we are excited in the vigor of freedom of speech in network era, we also have to face a series of impact brought by it. How to regulate, manage behavior in cyberspace, especially in cyberspace speech acts, has becomes a difficult and urgent task to governments.This paper analyzes new properties of freedom of expression on the network;explore the meaning and value of Internet freedom of speech;compare protection and regulation through domestic and international network freedom of expression,;analyzes network environment, the legal issues arising from the freedom of speech, focus on discussion of the rights conflict brought by network freedom of expression. And then from the legal boundaries of freedom of expression from the network, the author analyzes objects methods and principles of the regulation. Based on a comprehensive analysis of China's current situation and learn from foreign experience, the author tries to make some rational ideas on the network environment of China's protection and regulation of freedom of expression.
