The Research On The Chinese Governmental Competence In The View Of Harmonious Society

As a public authority the government is both theleader and the driver of building the socialist harmonioussociety. Governmental competence determines the level ofgovernmental functions in the future, so promoting thegovernmental competence is the key factor of building thesocialist harmonious society. Based on the perspective of theharmonious society, we do research on the China'sgovernmental competence from theory to reality.Social harmony and stability, the people live and work,are the common wish of the majority of the people, which isalso an important task for the government. Comrade Hu Jintaosaid: "We want to build a socialist harmonious society,democracy, the rule of law, fairness and justice, trustworthyand friendly, full of vigor and vitality, secure and orderly, andin which human and the nature live in harmony." Asharmonious society moving in the direction of reality, thegovernment's ability is facing the new meeting and newchallenges.The article summarizes upon home and abroad on thegovernment's ability to define the meaning of the concept, and then makes a definition from the perspective of governmentfunctions, afterwards makes differences from other relatedconcepts. Secondly, on the basis of the relations betweensociety and government, the author gives suggestions for theharmonious society demands of the government. Next, standingon the current situation and reality, the third part analyzes thecurrent situation of the government's competence. Finally, onthe basis of analysis and comments, the author makes somesuggestions for establishing an accountable government and aquality government.Building harmonious society is a systematic project, andthe capacity-building is also a long march which needs to bestick to. In real political life, we still need to do great efforts tooperate and promote the government's capacity. Governmentsat all levels should keep in mind the purpose which is to servethe people wholeheartedly, remember to constantly upgrade thecapacity of the government and enhance nationalcompetitiveness.
