On The Relation Between Constitution And Spiritual Civilization Construction

Spiritual civilization construction is not new, yet the importance of constitution and spiritual civilization construction cannot be emphasized. Part one points out that socialist spiritual civilization is a new phase of human's spiritual civilization development, which includes moral construction and science construction. The construction of socialist way of life is the daily embodiment of socialist moral construction and science construction. Socialist constitution is the result of socialist spiritual civilization. Socialist civilizations and socialist constitution are complementary to each other, and are the socially identical and parallel in nature. Socialist constitution is the measure to gauge the socialist spiritual civilization,and due to its special position and forms, plays an important role in protecting and enhancing socialist spiritual civilization. Part two deals with the constitution's protection of spiritual civilization in other countries. The development of capitalism and science bring about some rights for the citizens, but in the process capitalist spiritual civilization becomes confrontational. Though much socialist spiritual civilization construction has achieved great success, constitution's role in protecting spiritual civilization construction is not adequate. Part three explains the scientific and concrete regulations of China's constitutions for socialist spiritual civilization construction. To fasten spiritual civilization construction, the constitution-centered legal system must be built. The legislation of constitution-based spiritual civilization construction must be emphasized, and the decision-making and monitory role of NPC in spiritual civilization construction must be played to the full extent. And the corresponding mechanisms must be established.
