The Research On CPC's Political Mobilization

Political mobilization is the embodiment of Mass line, and is one of the significant working styles of CPC. In this paper, from the respective of the conversion from a Revolutionary party to the Governing party, CPC's political mobilization period is divided into three stages: the political mobilization times as a revolutionary party (1921-1949), the political mobilization "Times with misleading self-consciousness as the Governing party" (1949-1978), the political mobilization "Times with correct self-consciousness as the Governing party" (after 1978). In this paper, in order to straightening out the historical sequence of CPC's political mobilizations, reasonable political mobilization style under new situation is discussed, and the development of political mobilizations, and the self-development and improvement of CPC are combinedly discussed.In the first stage, the task of CPC was to mobile the masses to launch revolutionary struggle and built the new socialist China under the dictatorship of the proletariat. In this stage the mobilization object were every revolutionary forces such as the proletariat, the peasantry,the national bourgeoisie, and the main methods of mobilization were propaganda and agitation,mass movement which were suitable to revolutionary struggle. Facts had proved that the mobilization of CPC in revolutionary period was very effective and accumulated rich experience. In the second stage, after the foundation of PRC, because of the self inertia of policy choice and the influence of leadership system dominated by non-distinctions between the Party and the government, CPC had not realized the transition of it's status in thought. After the socialist transformation, CPC still took class struggle as the key line and followed old political mobilization methods in work, so CPC and the government under its leadership still were the subject of mobilization, but the objects of mobilization became more general than before, and this situation reached the peak in "cultural revolution" and caused great damage to our country. The third stage, after reform and opening to the outside, the change of political and economic environments and the scientific and technological progress objectively need the mobilization methods of CPC to get into scientific,democratic and legal tracks. Among all the subjects of mobilization in new period, CPC is in the domination, and social organizations acquire enormous room for growth. And the objects of mobilization uniform the Patriotic united front, although they can be divided into different classes due to their interest.In the end, after research, the author concludes several revelations: firstly political mobilization styles are not unchangeably suitable for practicing under all situations, and should be flexibly adjusted according to specific times and spaces in order to get positive effect. Secondly, although today we live in a society with more public crisis, we still need appropriate political mobilizations to build up a harmonious sociality, revitalize national spirits and handle emergent events. Lastly, under the Challenge of socialist market economy and economic globalization, mobilizations as an important factor for judging the Party's governing abilities always need to be strengthened and developed with the time.
