This thesis is divided into four parts concerning with the system of extended producer responsibility (EPR).Part one is about the value of EPR including the conception and the significance. Through introducing the successful experience of some countries and comparing with each other, this part construes the conception. Up to mow, most of the developed countries have the same idea with the EU. In my opinion, according to the situation of our country the concept in EU is suitable for us to achieve the aim of the law.The second part of the EPR concerns on the legal system.. Through introducing the background of the lawmaking and the legal system in Japan and Germany, we found that the same secret of the success in both countries lies in the uniform of the legal system and the detailed rules. The finding gives a hand to us to making preparing for the EPR legislation in China.The third part of the article is about the subject system including the subject and their responsibilities of EPR. This article involves in four participants such as the producer, the consumer, the government and the producer's organization and make sure whether they enjoy the subject status and their function. In my eyes, the producer and the consumer are the subject of the EPR. The article also consists of the discussion about the concept of the producer. In order to get more experience form the other counties the article analyzes the advantages of the legal responsibility in Japan and Germany.The last part of the thesis mainly concern about my advice to build up the system of the EPR on the basis of the conclusion above and the situation in our country. The advice includes the legal systems, the policy, the subject system and the responsibility etc.
