New Public Management And It's Enlightenment To Administrative Reform In China

From the end of 1970's, the New Public Management (NPM) movement has continued 30 years. The NPM reform has also obtained certain result in the various countries, whose content and the reform spirit has been affecting more and more countries. The NPM experience and the content have put to use in the administrative reform process of our country, also has obtained certain result and caused the widespread discussion. The NPM is one kind of new management science and still exists the big development potential in various aspects. Therefore, summarizes NPM reform content and unifies with our administration reform, has the greatest enlightenment significance to our country's administrative reform.At the beginning of the thesis, the theory of NPM has been introduced. The first chapter discusses the background of NPM, its theoretical foundation and characteristic. Then, according to NPM in western country utilize, the second chapter selects three representable countries (New Zealand, England, US) and specifically elaborates NPM practice process, summarizes the experience and the insufficiency of NPM. The third chapter mainly introduced the course , the achievement and the existent question of Chinese administration reform and the reason of question. The fourth chapter summarizes the profound influence of NPM to our country administration reform theory and the practice, discusses the limit question of learning NPM. In the last, the thesis proposed the specific measures and the countermeasure profited from the reasonable factor of NPM thought to utilize the administration reform of our country.
