The urban infrastructure is regarded as a public product, which meets the public needs. It supports the development of economy and people's lives .Market mechanism regards the slaw of value as a core, and lead producer to compete in a way of accomplishing maximum interest. The competition law that selects the superior and eliminates the inferior has ensured the rational use of natural resources most effectively. Construction and management of public product are fiery conflicted with requests of market economy. Numerous economists have focused on this research, whose purpose is to solve two problems: Firstly, how we accomplish fairness, justice efficiency requested by the construction of urban infrastructure in a market economy, and how we serve it for money or public interest. Secondly, how we solve the issue that focuses on enormous funds demands and fiscal supports in the infrastructure construction in a way of market mechanism, Therefore, during the process of construction and management of infrastructure, we should promote construction and management of infrastructure and raise the efficiency with the market-based mechanism.At the present, with the introduction of market-based mechanism, a series of problems have emerged in the field of infrastructure construction such as the infrastructure not being done up on schedule, inferior in quality after building up, serious fund loss, the refrained channels for investment and financing, the project fund in arrears and the social credit problem caused by it, and serious corruption in violation of rules and regulations under construction ;government's monopoly in the operation of the infrastructure, confused functions of governments, and consumer's interests not being guaranteed, and so on.This article analyzes the causes, which trigger these problems to a deeper extent...
