Study Of "Against Three-Evil Movement" Conducted In Tianjin Prefectural Party Committee

"Against Three evils"is a movement launched in December, 1951 within the Party, government, army and mass organization against corruption, waste and bureaucracy. It is a social crusade of rebuilding state organs and transforming social traditions mainly in the form of mass organization as well as a serious struggle of Communist Party of China against bourgeois corrosion. This paper is to probe into the"Against Three-Evil Movement"conducted in Tianjin prefectural Party Committee and its governed towns mainly by referring to the files and documents stored in libraries.Former studies about"Against Three evils"are mainly introduced in the foreword. The main body of the paper is composed of the following six parts:The first part is about the initiation of the"Against Three-Evil movement"by Tianjin prefectural Party Committee. Disclosure of the corruption case of the former Party secretary of Tianjin prefectural Party Committee, Liu Qingshan, and Commissioner, Zhang Zishan made the"three-evil Movement"of Tianjin prefectural Party Committee attract national attention. Tianjin prefectural Party Committee rapidly established relevant organizations and mobilize the major leading cadres to take the lead in reviewing themselves, by which to initiate the movement.The second part is about the process of encircling and suppressing the degenerate leaders during the"three-evil Movement"of Tianjin prefectural Party Committee. It mainly focuses on the four campaigns of clearing and battling against corruption, and discusses the phenomena of compelling, confessing, reporting, and magnifying that appeared during the climax of the movement.The third part is about the verdicts and settlements of the"three-evil Movement"of Tianjin prefectural Party Committee. It focuses on the inspection criteria and related policies of handling corruption cases and explores the treatments of all types of corruptors.The fourth part is about the construction of the"three-evil Movement"of Tianjin prefectural Party Committee in its later period. It mainly studies the major leading cadres'democratic makeup, makes a clean breast of the relationship between the leaders themselves and bourgeoisie so as to perfect Party's organizations and life system, and uproot the source of corruption completely.The fifth part is about the further disclosure of other degenerate leaders and cadres who are related to the case of Liu Qingshan and Zhang Zishan. It mainly explores the illegal activities of Ma Qingyun, Gong Ziyi, Zhang Wenyi, and others who got involved in the corruption case of Liu and Zhang.In sixth part, experience and lessons are summarized in the "three-evil Movement" of Tianjin prefectural Party Committee.In the"three-evil Movement"of Tianjin prefectural Party Committee, the degenerate leaders and cadres were encircled and suppressed; Party organizations got purified; the team of leaders was reorganized; a sound and healthy political style is formed. Anyway, there existed a tendency of magnifying the problem. The writer of this paper holds the view that we should begin with the senior leaders and high-rank cadres in battling against corruption and promoting honesty and clearness in the Party and government; be fearless to face and handle the important and serious corruption case; carry out the mass route rather than to start mass movement. Work over the"three-evil Movement"of Tianjin prefectural Party Committee to get some historical reference for battling against corruption and promoting honesty and cleanness side the Party.
