The Study On The Problems Of Implementing The Responsibility System Of Promoting Ethical Party And Government From The Perspective Of Comprehensively Strengthening Party Discipline

Since the eighteenth CPC National Congress,the party's Central Committee has brought unprecedented heights to the comprehensively strengthening Party's discipline,especially the promoting ethical party and government.Because responsibility system for promoting ethical party and government is the institutional guarantee for the comprehensive and strict governance of the party,the examination and assessment of the system should be used as the main promoter of comprehensive and strict administration of the party,and related work must be carried out seriously and comprehensively.It is of great significance to implement the responsibility system for promoting ethical party and government from the perspective of strictly managing the party.It is not only an urgent need to meet the anti-corruption in the current situation,but also an indispensable requirement for advancing the modernization of the country's governance capacity.Moreover,It is also an important basis for clarifying the responsibilities of various departments and enhancing the execution of the responsibility system.Responsibility system for promoting ethical party and government is a systematic project.Basing on the system fundamental model feedback analysis method,this paper conducts research on the problems of comprehensively implementing this responsibility system.Firstly,based on the background of comprehensive and strict administration of the party,this paper elaborates the relevant concepts of the responsibility system for ethical party and government,and then clarifies the three theoretical basis,the executive requirements and historical heritage of the responsibility system.Secondly,this paper summarizes two basic models for implementing the responsibility system,which are “pressure mode” and “endogenous mode”.Thirdly,by using the system fundamental model feedback analysis method,the paper analyzes the problems such as target erosion,declining to the end,growth ceiling and richer people getting richer in the implementation of the responsibility system.Finally,according to the management principles of improving the system structure proposed by Peter Senge,the paper proposes some solutions to the problems.They are implementing the goals of the responsibility system,establishing a integrate implementing system,to improvement the quality and ability of the executors,and strengthening the initiative of the system's implementation.
