Research On The Problems And Strategy Of Motor-Vehicle Administration In Shanghai

After the reformance opened policy, with the development of economic construction in Shanghai, the civil road traffic is faced with severe test while offering convenient traffic condition for civilians. Since China had joined in World Trade Organization,Shanghai has been one of the memberships of Shanghai Corporation Organization , the trade of motor-vehicle has been booming tremendously. The administration of motor-vehicle and motor-vehicle drivers has been the first important question of road traffic administration. Nevertheless, the department of traffic administration still follows the old administration system. The structure of motor-vehicle administration remains stagnant. Therefore, the orderly development of road traffic in ShangHai is affected.The study object of this thesis is motor-vehicle administration in ShangHai. It starts from the change of history on motor-vehicle administration system, then sets forth the current system structure of motor-vehicles and car drivers in Shanghai,afterwards analyses the main problems which exist in the administration, particularly the causes of existent proplems. Plus, based on the comparement of some advanced practices of motor-vehicle administration in developed countries, raises some improving countermeasures which are directed at Shanghai's motor-vehicle administration. There are five chapters in this thesis.The first chapter introduces the meaning of study on motor-vehicle administration in Shanghai. Moreover,clarifies the original status of motor-vehicle administration in whole Shangihai's road traffic administration. Indicates briefly part of the related public administration theory and method of the study on motor-vehicle administration.The second chapter analyses the existant problems of motor-vehicle administration in Shanghai. Through reviewing the historical change of motor-vehicle administration in Shanghai in front and around opened policy briefly, sets forth the current situation of administrative construction of motor-vehicle administration in Shanghai. Points out the defects on the management of motor-vehicles and related drivers.The third chapter analyzes the causes of existent problems included in motor-vehicle administration concretely. For instance, because of the uncomplete reformance of China's road traffic administration system in history, some overlapping motor-vehicle administrate organs came into being. Plus, the stagnant of civil traffic project,short of supervision on driver's liciense administration and so on. All of these reasons lead to the situation that the work of Shanghai's motor-vehicle administration can not keep steps with international pattern for a long time.The forth chapter draws lessons of motor-vehicle administration patterns overseas, raise some improved conceives of Shanghai's motor-vehicle administration. For instance, beginning with the improvement of legal system, renewing the administrate subjects and related department function, introducing some socialized administration model, sharing the information of motor-vehicle administration and so on. The fifth chapter is concluding remarks. It summarizes the whole thesis and points out some remained problems of the study and the direction of next improvement.
