So long as the human society exists, the development is and will be an eternal topic. It belongs to a historical category and is changing with unceasingly push of historic procedure. Marx, along with Engels has studied the development and change of human society from ancient times, which are based on the dialectical and historical materialism. With unceasingly explore and summary of developing theory, they formed two kinds of manufacturing theories which are complete, systematical, and profound forms. The developing theory of Marxism is its fundamental element, and becomes a guiding ideology to push the economic-social development of socialist countries. During the procedure of socialist construction, both former Soviet Union and China persisted in the guide of Marxism theory and unceasingly enriched as well as developed it. All of the communists, such as Lenin, Stalin, Mao Zedong, Deng Xiaoping, and Jiang Zemin, not only emphasized one center and neglected others, but also never formed a complete, systematical, and profound theory. A new economic-social theory of development was come up with at the sixteenth party session of the three CCP plenary conferences. Scientific-developing theory is guided by the Marxism, inherits China's traditional good merits, learns the good results of western development, conforms to the modern development and meets the need of reality, has more perfect and systematical theory, brightly answers the question of what to be developed, how to develop and who to develop, and is the guiding idea of building a well-off and harmonious society as well as advancing the cause of Chinese characteristic society.
