The manpower development has become the key to the development of the courts. The actuality of the current manpower system is a basic problem of the manpower development in the court, as well as the adjusting and the optimizing of the system. Nowadays, many courts in China have focused on this problem. And the manpower development is not only the method of attracting well-educated employees. It is the only way that being aware of the actuality of the current manpower system. And the courts have to face the difficulties of the manpower development, basing upon the practical measures which can provide some possible solving ways. Although this kind of measures is not effective in a short time, they are available for the human resource department of the courts in practice.Here in this dissertation, I analyzed the statistics of the human resource in Chinese courts, according to the data from the Shanghai No. 1 and No. 2 Basic Court, Chengdu Junior Court and Chengdu Hi-Tech Technology and Industrial Development Zone, which I am working for. They are the representations of the Chinese Eastern and Western courts. Basing on the statistics of the employees' education background and age, I analyzed the deficiency of the current manpower system in Chinese courts. And I compared the differences between the situation of the judges, the assistant judges, the court recorders and the administrative employees in the courts and thus concluded the ideal manpower system of Chinese courts. I set a possible rules and regulations of the courts' manpower system, detailed into five parts: In the first part, I described the background and the significance of the manpower development in Chinese courts.In the second part, I analyzed the statistics of the territorial courts and their features: the professional background, the experienced judges, the limits of the quantity of judges, the proper age of the judges. At the same time I analyzed the deficiency of the current manpower system in Chinese courts: the lack of potential judges, the limit of possible employees, the generation gap of the judges, the judges who do not deal with the cases.In the three part, I analyzed the ideal manpower system in Chinese courts, according to the education background, the age of judges, the capacity of the judges.In the fourth part, I analyzed the possible way of improving the manpower system in Chinese courts.In the fifth part, I declared my own opinion on the development of manpower system in Chinese courts and my hope of it.
