In legal domain, especially in criminal procedure, opinions are widely divided on the usage, the legal position and the functions of the conclusion of polygraph tests. In our country, the present criminal procedural law doesn't prescribe the polygraph tests as detective means, or its legal position. But the lie detector has already been applied in the criminal procedural practice. In many places, temporal regulations of lie detector application, fixing its usage, procedure, and system, has been publicized. It proves that the circles of practice readily accept the conclusion of polygraph tests. With the development of science and technology, the application of the lie detector gets more and more extensive. The problem of standardizing the use of conclusion should be settled as soon as possible in the circles of legislation and justice. Present paper analyzes the technologies, theories and development of the polygraph tests, and practical applications of the conclusion in the criminal procedure at home and abroad. The author proposes that the conclusions of the polygraph tests, as appraisal conclusions, can be taken as evidence, and it should be defined as legal evidence. The author also proposes the tentative idea of how to construct the system and regulations of application of the conclusion in the criminal procedure practice.
