The Regional National Autonomy System And The Construction Of The Harmonious Society

The regional national autonomy system is basic policy solving the ethnic problem in our country, also is a national basic political system. In the advancement of construction of harmonious society, basing on multi- nationalities' fundamental realities of the country , persisting and consummating regional national autonomy system as standpoint, study the relation between the regional national autonomy system and the harmonious society, specially the system function of regional national autonomy system regarding the construction of harmonious society, undoubtedly having the important theory value and the practical significance.The author in profits from the former research results above the foundation, proposing "the harmonious society" is a dynamic concept, proposing individual viewpoint, has carried on thorough analysis to political idea of the regional national autonomy system. And has analyzed and researched comprehensively the function of regional national autonomy system with the harmonious society's six contents.The article including four parts: the first part, explore "harmonious" thought and connotation, elaborate the relation between constructing harmonious society and ethnic problem ,thus propose must consolidating and developing equal, united, cooperative, harmonious socialism ethnic relations in constructing the harmonious society ,and must persisting basic policy solving ethnic problem in our country——the regional national autonomy system.The second part, mainly elaborate the political idea and the essence of regional national autonomy system .Proposed that, the regional national autonomy system is rooted in the Chinese deep civilization accumulation and the Marxism ideal pursuit, its political idea including two aspect contents: one, social goal of the Chinese government processing ethnic problem is realizing the ethnic equality, the ethnic unity and various ethnic common prosperity, finally realizing the ethnic harmonious. Two, the policy of processing ethnic problem, namely uses which method to achieve the goal .Basing on Chinese all previous dynasties policy resources and the Marxism accumulating theory which in solving ethnic problem, Communist Party of China choose political form of dealing domestic ethnic relation in leading Chinese revolution——the regional national autonomy, and develop the regional national autonomy system in history progress of socialism construction.The third part, the direct action of the regional national autonomy system with construction of harmonious society .Elaborating from four contents: the regional national autonomy system has implemented the democratic and government by law, has manifested the fair justice, has stimulated the social vigor and has safeguarded the social stability order.The fourth part, the indirect function of regional national autonomy system with construction of harmonious society .Elaborating from two contents: the regional national autonomy system has promoted good faith and friendly affection and has requested the human and the nature togetherness harmoniously. The third and the fourth mainly taking regional national autonomy law as the foundation in theory and practice, considering the reality of ethnic relation in our country to elaborate exhaustively the function of regional national autonomy system with the construction of harmonious society. In view of problems which exist in the ethnic relations, propose to consummate the regional national autonomy system in persistence and to persist it in consummation, display the system safeguard function of regional national autonomy system fully in practice.
