In the 3rd Plenary Session of the 16th CPC Central Committee in 2003, five harmonized developments (harmonious urban and rural development , regional development , economic and social development , and harmony between human being and nature , and between domestic development and opening-up to the outside world) were put forward .Under the background , the non-government organization has got its chance to develop .Moreover , being a multi-management sector, it takes over more and more function transferred by the government and gets into people's daily life with its special advantage . However , non-government organization to most Chinese people in the present period Neither is it recognized , nor it is highly developed practically, therefore , on the view of law , it is necessary to analyze the non-government organization status , its structure and functions on theoretically. And this will provide magnificent guidance to its functions on social management.Due to the short-time development of non-government and the influence of various factors in the turning progress , Chinese non-government organization still have a long way to go comparing with the developed countries .
