The central task in this article is to define the concept, the character , the actuality and the defects of the rating jurisdiction of civil procedural system . To resolve the problems exist in judicial practice , the article first establishes the guide line , and then gives some suggestions to optimize the system basing on analysis the subject matter jurisdiction system in other countries .The first part of the article introduces the history and the actuality on the study , sum up the researching results and points out their shortcomings .The second part introduce the principles and actuality of the rating jurisdiction of civil procedural system in our country , and find the differences between the rating jurisdiction of civil procedural and the subject matter jurisdiction by comparing the two concepts .The third part analysis the shortcomings of the rating jurisdiction of civil procedural in our country and discuss the reason .The forth part mainly introduce the system in other countries , such as France , Germany and Japan being the delegate of the Continental Law , U.K. and U.S. being the delegate of the Common Law , and also Russia . It analysis the characters of the subject matter jurisdiction in those countries and sum up the difference and comparability among them with the hope that it could inspire us and give us some use for reference in perfecting our system .The fifth part is concentrate on reform and perfect the rating jurisdiction of civil procedural system in our country .Under the guidance of the principles , the article gives some suggestion to solve the problem above .The sixth part is suggestion on legislation and with the hope that it may do some help in perfecting rating jurisdiction of civil procedural system in our country.
