In this paper the right to learn individual information refers to a concept that opposes with the right of privacy, which is such a kind of right that a person must know to oneself, including one's own information and other people's which is formidable related with individual information, it and knowing the political power as well as the right to know social information, all which compose the right to learn the truth and are the power important constituents of the right to learn the truth.As a result of social, the historical reason, the right to learn individual information gradually has stepped down to relatively secondary in the development process of the right to learn the truth, even is the dispensable situation, but the conflict between the right to learn individual information and the right to learn the truth has became more seriously with the development of the society and the emergence of the internet.This paper precisely notices this phenomenon, according to analyze the historical origin of the right to learn the truth and the right of privacy, exploring the value of them from their roots, then carrying on accurate qualitative and the quantitative analysis about the right to learn individual information, pointing out the concept of the right to learn individual information and its legal applicable scope: the right to learn individual information and the right to learn the truth are a pair of rights which are mutual for boundary, basing on this to analyze the basic reason of conflict between them and its solution way.
