The teenagers' network addiction comes into a big problem progressively in our country because of the development of network, or internet. It is such an important matter that the influence of network addiction can't be underrated, which matters not only harmonious society but also continual development. This thesis makes a research of intervention function to teenagers' network addiction by our government.It is researched that the high rate of network addiction in teenagers is caused by special character of their physiological and psychological development. That the teenagers have not been well grown-up in both body and mind, their self-cognizance and interpersonal relation is changeable, the internet has great attraction, and the government is nonstandard and lack of control to the network makes teenager easily enthrall in internet.It is also researched that it is the complex factors which leads teenagers' network addiction. Such simply methods as instruction, psychological counseling or medical treatment have effect on only a part of the problem in a certain extent. But for long views, the special period of teenagers and the development of internet decide the complicacy of solving the problem. So the solution of teenagers' network addiction is a complex and systems construction.As is a serious social problem, teenagers' network addiction has effect on authority of our government. We suggest that our government put such matter into social management function and make all directions intervention. We can draw lessons from some successful experience of foreign governments such as law system, policy assurance, society organization operation system etc, in order to further exert government of dominant and supervision function and perfect our country government intervention mechanism.There are 5 parts constitutes this thesis.The first part, Introduction, we introduce the background and conception of teenagers' network addiction, and put forward purpose and meaning of this research by way of theories studying and analyzing the problem in domestic and international.The second part, we pay great attention to the analysis to teenager's present condition with network addiction. By using the methods of analyzing the specialty of internet, character of teenagers, the teenagers' activities condition online, and the serious appearance of the network addiction at large to clue to the interior and exterior reasons of teenagers' network addiction.The third part we analyze the problem with government and society angles of views. As teenagers' network addiction is a serious social problem, and has intimidated the authority of our government. We suggest that our government put such matter into social management function, make all directions intervention and make use of theories of public management to administer teenagers' network addiction, during which the government plays an active role of dominant and supervision function.The fourth part, we concretely analyze the successful intervention function and experience to teenagers' network addiction of foreign governments, and helpfully explores how our government to make effort in such field.The fifth part, we suggest to build intervention function to teenagers' network addiction by our government according to the research of last four parts. As the solution of teenagers' network addiction is a complex and systems construction, we need to consummate it constantly. The thesis advances four intervention functions for government such as: building a linkage construction mechanism of thoughts and moral, a well-timed and reasonable direction mechanism of policy, a positive interaction guarantees mechanism of law and a powerful dominant and supervision mechanism of management.The last part of this thesis is conclusion, which makes a summary and gives a review of the result of this research.
