Along with appearance of the welfare state and reform of the public administration, the function of the world's governments is transforming similarly. The proportion of serving administration and paying administration is increasing day by day. Construction of serving government has become one of essential targets of public administration reform. Wen Jiabao, Chinese premier proposed explicitly the request of "construct diligently the serving government "in the the tenth session of National People's Congress third conference on March 5, 2005. The public property as the main method of paying administration is playing much more important role in the social life of the present age. The sixth plenary session 16th session of Central Committee of Communist Party of China has passed "the Central Committee of the CCP about To construct Socialism Harmonious Society Certain Major issues Decision" On October 11, 2006. It proposed explicitly the importance and urgency of constructing the socialism harmonious society. While the public property as one of administrative methods, as the material base of administration, is the most important material safeguard in balancing the disparity of the local economy, solving the problem of the rich and the poor's polarization, alleviating the social contradiction and Maintenance social justice, is playing a essential role in constructing the harmonious social. Therefore, regardless of constructing the serving government or constructing the harmonious society, it is essential to display effectively the public property 's function. If the system of private property right is cornerstone of the modern civilization, then the public property system's production and development will be a new leap in a the human history of civilization.Because of the importance of public property system and the lack of public property system's study, This thesis methodically studies public property and public property system' s concept and theoretical basis, then point out some serious problems of theory and practice in public property system in our country.
