The Theoretical Basis And Institutional Design Of Service-oriented Local Governments In China

At present, the various fields of our society are all in the process of a profound revolution. China, as an agricultural-based society with thousands of years cultural tradition, with the progress of the times, now is in the transformation to the modern society where modern industries, service sectors and high-technology industries are the leading. Our administrative organ is facing serious challenges. The common goal of all administrative organs is that improve the ability of them to provide products and services to the society and strengthen the service functions to the public. The role played by the executive authorities in social development is quite important. The new sectors require them to promote service innovation, change their management philosophy and their works and enhance their ability to govern the society and to provide services to the public.The article describes what are the service special administrative organs and their characteristics. Combined with the concept's theoretical basis and the current problems in the building process, the article proposes how to practice in the real construction.
