Since World War II, the outlook on development has experienced two tremendous changes. The traditional outlook on development which focused on "the GDP worship" merely treated development as economic growth. The strategy of "growth first" soon caused many serious social problems, leading to a result of "growth without development".From the 1970s, the development theory started to promote a comprehensive orientation outlook on development, stressing that the overall social development must be the most important goal of development. Comprehensive orientation outlook on development believes that development is a richer and more complex concept; the final goal of economical development is "people-oriented". The essence of the scientific outlook on development proposed in the 3rd Plenary Session of the 16th Party Central Committee is also a comprehensive orientation outlook on development.The specific expression of "people-oriented", which is the basic principle of development, is that it concerns for "humanities index" in the indicators of development, and it is a practical consequence of the operation of the "people-oriented" concept. Life satisfaction index or happiness index can be said the concentrated expression of "humanities index".The government should protect the people's right and create a happy environment for the people to improve their happiness index. There are a numbers of ways to improve people's happiness index: adjusting the first allocation; Realizing the equalization of basic public services; promoting the construction of constitutional democracy; truly protecting people's rights; creating more jobs; vigorously solving the problems which the farmers are facing; advocating noble and reasonable happiness.
