The core of international carriage of goods by sea is the cargo safe displacement. In this process, the carrier is the person who fulfills the contract, his duty, responsibility and exemption from the responsibility directly affect the contractor's benefit,The carrier's responsibility system thus becomes the core and foundation of entire international carriage of goods by sea .But the carrier's responsibility also has many problems in marine transportation and the judicial practice.
